The problem it prevents

If the film is wrong, the liner fails and the product is lost or contaminated.

Some product groups attack polyethylene. If that is what you are handling, you need a supplier who will read the data sheet rather than one who will quote in five minutes.

What it is

PVC liners are specified where flexibility, clarity and resistance to particular chemical groups are needed. They are used for hazardous products where the material inside is only compatible with PVC and nothing else will hold it safely.

The material stays soft across a wide temperature range and suits applications where the contents need to be seen, or where the liner has to shape itself to an irregular container.
